The aim of the research is to determine the parsing skills needed for Arabic language learners speaking other languages, to build a program based on the (Blackboard) system for their development, and to measure its effectiveness in developing the parsing skills of Arabic language learners speaking other languages .

In order to achieve the objectives of the research, a set of tools were prepared: a list of parsing skills needed for Arabic language learners speaking other languages, then a program was designed to teach parsing skills using the (Blackboard) system, and parsing skills test was designed for Arabic language learners speaking other languages, and after verification of consistency The tools and their validation, the researcher applied the experiment on the research sample that consisted of (30) students enrolled in the "third level" at the Institute for Teaching Arabic Language at the Islamic University of Madinah.

The researcher used the descriptive and quasi-experimental approach based on one group.

A number of statistical methods appropriate to the nature of the research in order to reach the results of the research.

The most important results of the research were that the research reached a list of the parsing skills needed for Arabic language learners speaking in other languages that included (4) main skills, from which (21) sub-skills were branched, as well as the existence of a statistically significant difference when The level of significance (0.01) between the averages of the learners ’scores in the two applications: the pre-and the post-test in the overall result of the test, in favor of the post application, which confirms the effectiveness of using the existing program The blackboard system in developing the parsing skills of Arabic language learners speaking other languages, and the existence of a statistically significant difference at the level of significance (0.01) between the mean scores of the learners in the two applications: pre and post in the result of each axis of the test, in favor of Dimensional application, and that the effect size using Karl’s equation exceeded the ratio of (0.8), which confirms that the use of the (Blackboard) system has led to a significant impact on the development of parsing skills among Arabic language learners speaking other languages.

In light of the findings of the research, the researcher recommended a number of recommendations, including: the necessity of using the "Blackboard" system in developing the parsing skills of Arabic language learners speaking other languages, and organizing training courses and workshops for teachers to train them on how to use the "Blackboard" system, To be able to use all the features of this system to develop the parsing skills of learners of the Arabic language speaking other languages.
