The base year is considering the starting point of the time series, in which the technical factors are controlled for all products and branches of economic activity, and the establishment of this structure requires many methods and statistical surveys.

To integrate agent behavior into the new structure this article aims to explain the difficulties faced by national accountants in preparing for the new base year.

To achieve this objective, a methodology has developed for the measures to consider on a detailed inventory of the modifications of the 2008 SNA that could be applied.

Data were collected and compared, and the breach was supplemented either by scientific estimation methods or by surveys carried out on certain activities.

The update of the base of accounts made it possible to integrate into the methodology the recommendations of the 2008 system and to have estimates consistent with reality and to explain the role of ERETES in the organization and facilitation of work with flexibility and underline the role of the national accountant in collecting and processing data.

This research helped explain how to carry out a new base year, the planning and technical work that would involve and explain the methods of estimating what was missing from the data.
