Following the end of the Cold War and the emergence of the unipolar system, the US resorted to state terrorism as one of the means to make changes in the international system.

This was achieved through dismantling and reconfiguring the international relations regime to serve its global domination strategy in the world.

The nature of these attempts varied, and the diversity of its methods that were often exposed, such as issuance of the Iraqi Liberation Law by the US Congress, 1999, or the individual sanctions regime that is imposed on many countries of the world to force them to submission to these policies , and other remuneration that resorted to military intervention , in Iraq and Afghanistan, and under the Atlantic covers, as seen in Yugoslavia 1991, Libya 2011.

Furthermore, other attempts were slightly more "hidden" such as the Carter project to export democracy, and dual containment policy for Iraq and Iran, in addition to the creative chaos policy, which was implemented in other Arab countries, and the events witnessed during the popular protests that happened recently.

The US strategy has achieved tangible results, for example, dismantling the Yugoslav Federation, Ethiopia and Sudan and overthrow of two regimes, Iraq and Afghanistan.

The JASTA Act, issued by the US Congress 2016, is one of the new forms of state terrorism in the conditions of capitalist globalization and challenging international law governing relations between states since the Westphalia Treaty, 1648, This Treaty was the basis for the Sovereign Immunity Convention for States ratified and signed by the United Nations in 1977, which later developed, with a new convention in 2004.

It also leads to the sabotage of international relations based on international rules and norms, which assumes that " any international relations" was built based on mutual respect and noninterference in internal affairs.
