In order to integrate more rapidly into the globalized economy, the Strait of Gibraltar is a predominantly political economic device.

With its port facilities Tanger-Med, Algeciras and Gibraltar, this device configures the global economy and maritime traffic in a context of vertical economic regulation where African platforms like Tangier Med, constitute a gateway for development but at the same time a puzzle in a chessboard.

What place then for Africa world in the field of logistics and shipping? What regional integration can result from a race for the production of vertical capital wealth? These are the fundamental questions on which this contribution, which is intended to be an application of ICTs in maritime transport, is articulated.
