الملخص العربي

يعد قطاع الانشاءات من أهم القطاعات الذي يوفر أهم العناصر الاقتصادية للدولة، و نتيجة المحافظة للتنوع و التوسع العمراني تنوعت المشاريع و صاحبها جملة من التعقيدات و المشكلات في التنفيذ، و بعد تعثر المشاريع الانشائية من أبرز الظواهر العالمية التي تعطل مسيرة التنمية الإقتصادية، وهدفت الدراسة إلى معرفة أثر صياغة وثائق العطاء على تعثر المشاريع الإنشائية التابعة لسلطة منطقة العقبة الاقتصادية الخاصة و التي تطرح بالطريقة التقليدية، حيث تم اعتماد نهج الدراسة التحليلية و الاستبيان كأداة لجمع المعلومات وتحليلها، و تكونت عينة الدراسة من (234) مستجيب من المهندسين، أظهرت النتائج أن هنالك أثر واضح لصياغة وثائق العطاء على تعثر المشاريع الإنشائية عند مستوى الدلالة (0.05) حيث أن قيمة F (193.852) وقيمة معامل الإرتباط (0.680)، مما يدل على وجود علاقة قوية بين المتغيرين و قيمة معامل التحديد (0.463) الدال على على أن التغير الحاصل في المتغير التابع سببه المتغير المستقل بنسبة (%46.3) ، و تبين النتائج أن زيادة الإهتمام بصياغة وثائق العطاء كافة يزيد من فرصة استكمال المشروع ضمن الوقت و الكلفة المحددة من دون أي معيقات أو نزاعات قضائية.

على مستوى الجودة المطلوب و على ضوء ما سبق من النتائج قدمت عدة توصيات أهمها : ضرورة تضمين إعلان الدعوة تفاصيل كافية تسمح للمقاولين بتشكيل المقترح الأولي لتكلفة المشروع، و صياغة شروط العقد بحيث تشمل أغلب تفاصيل المشروع مراعياً فيها متطلبات العمل، و بالتركيز على نقاط الضعف و معالجتها و صياغتها بشكل أفضل لتكون عامل ايجابي في السيطرة على مخرجات المشروع، و الإهتمام بصياغة المواصفات الإعتبارها المحرك الرئيسي للمشاريع في عملية التنفيذ التي من شأنها تمكن المقاول من وضع سعره شاملاً الارباح والمخاطر، و الحرص على تقديم مخططات واضحة و شاملة حيث أنها تعتبر وسيلة رئيسية لنقل المعلومات من فريق التصميم إلى صاحب العمل و الذي بدوره يرسلها للمقاول لتتم عملية التنفيذ من خلالها، و وضع خطط استراتجية للتعامل مع الظروف المحيطة بالمشروع للتقليل من أي أمور التي من شأنها أن تعثر المشاريع بشكل مباشر أو غير مباشر

The construction sector is one of the most important sectors, which provides the most important economic elements for the state, as a result of the urban diversity and expansion, the projects diversified, accompanied by a number of complications and problems in implementation, and the struggling projects is most notable global phenomena that disrupts the process of economic development, so this study aimed to identify the impact of drafting tender documents on the stumbling of construction projects at Aqaba Special Economic Zone Authority which submitting in the traditional way, as the approach of analytical study and questionnaire adopted in this study as a tool to collect the data, where the study sample consists of (234) engineers, in addition to using a questionnaire as a tool to collect and analyze the data.

The findings of the study showed that there is a clear impact of Drafting tender documents on the stumbling of construction projects at the significant level (0.05) as the value F (193.852) and the value of correlation coefficient (0.680), indicating a clear impact between the two variables and the value of determination coefficient(0.463)indicating that the change in the dependent variable is caused by the independent variable by (46.3 %), it increases the opportunity to complete the project within the specified time and cost without any obstacles or judicial disputes while maintaining the required level of quality, in light of the findings, the researchers made several recommendations, the most important of which are: The necessity to include in the invitation announcement sufficient details to allow contractors to form the initial proposal for the project, drafting the terms of the contract to include most of the project details, taking into account the work requirements, focusing on weaknesses, addressing them and formulating them better to be a positive factor in controlling project outputs, interest in the formulating specifications, as they are the main principle of projects in the implementation process that would enable the contractor to set its price including profits and risks, ensure to provide clear and comprehensive plans as they are considered a major means of transferring information from the design team to the employer, who sends it to the contractor to complete the implementation process through it, and developing strategic plans to dealing the surrounding conditions of the project, in order to reduce any conditions could stumble the projects directly or indirectly.
