The executive regulations, as abstract general rules issued by the executive authority in accordance with the provisions of the law, are applied to a specific group of individuals, as they are subject to the control of the administrative jurisdiction as well as the control of the constitutional jurisdiction.

We believe this has created a sense of duality through the special supervision and when the constitutional jurisdiction examines the constitutionality of executive regulations, it examines the defects in the legal legality of the jurisdictional laws.

This was evident through the detailed judicial regulations in this research.

On this basis, this study tries to shed light on the executive regulations, including their legal force, and whether they are considered legislative acts or just administrative acts.

In addition to the manner in which both the constitutional jurisdiction and the administrative jurisdiction exercise their control over the legality of the executive regulations up to the authority of the sentence issued as a result of the two controls and its effect in order to determine the deficiencies in the legal texts and modern jurisdictional rulings with regard to the subject of the study
