Based on the diagnosis of officials in the General Secretariat of the Council of Ministers, the problem of the lack of plans submitted by ministries and agencies not affiliated with a ministry to modern scientific objective foundations, Iraqi universities opened specialized studies to build the capacity of state employees.

Among the most important studies that were opened is the study of the Higher Diploma in Strategic Planning (which is a study period of one year after undergraduate studies.

And for the purpose of knowing the problems this study faces, the researchers made several field visits to different Iraqi universities and conducted personal interviews with the students of this study and asked them a set of questions.

Through these visits, follow-up and analysis of the study materials, it became clear to the researchers that the strategic planning program faces several problems Perhaps the most important are the following: -1- The focus of the curricula of the strategic planning program in all Iraqi universities on the theoretical side, but with regard to the practical side, there is almost little interest in it, which distances the program from the basic goal for which it was created.2- The lack of availability of modern resources in the libraries of the concerned colleges, which would develop the abilities of those admitted to the study to prepare plans, policies and programs according to “scientific bases.

”3- Not to place graduates from the strategic planning program in places close to their specializationAfter studying the problems and analyzing all their aspects, the researchers suggested a number of solutions, including the following: 1- Developing curricula to keep pace with environmental developments.2- Urging the teaching staff specialized in the study to employ ideas, theories and academic knowledge to serve the practical thinking of the strategic planning student3- The teachers of the subjects, in coordination with the deanships of the relevant faculties, seek the assistance of the specialized Iraqi competencies in the state departments for each subject to transfer the practical applied thought.4- Follow-up of the graduates' work to ensure their work in the departments concerned with the field of study.

In the opinion of the researchers, the adoption of these solutions by the concerned authorities will contribute to building the capabilities of state employees in the field of strategic planning and public policy so that they can contribute to the development of the plans of their ministries on objective, scientific and modern foundations.
