In recent years, the Algerian society has witnessed several negative phenomena that have exhausted the Algerian citizen and made him lose confidence in the authority of the state and prestige of justice, in face of the exacerbation of these chaotic phenomena in the Algerian roads, streets and the administrations the legislator intervened by criminalizing the most wide spread acts in society in the form of offences : the illegal use of a public or private road as a parking of vehicles, the closure of headquarters of public administrations or institutions, and the refusal to execute a court decision following the latest modification of the penal code by law number 21-14.

Ces dernières années, la société algérienne a été témoin de plusieurs phénomènes négatifs qui ont épuisé le citoyen algérien et lui ont fait perdre confiance en l’autorité de l’Etat et le prestige de la justice.

Face à l’exacerbation de ces phénomènes chaotiques dans les routes, les rues algériennes et les administrations, le législateur est intervenu en incriminant les actes les plus répandus dans la société sous forme de délits : l’exploitation illégale d’une voie publique ou privée à titre de parking pour véhicules, la fermeture des sièges des administrations ou institutions publiques et le refus d’exécution d’une décision de justice, et ce à travers la dernière modification du code pénal par la loi n° 21-14.
