The administration’s violation of the rights and freedoms of the individuals is the result of the privileges granted by the public authority, under which it pleads not to implement, thereby flouting the res judicata of the administrative court.

The flouting has created a significant gap between the trust of the litigant and the rulings of the administrative judge, that find many difficulties in its enforcement, which is a fundamental violation of the prestige of the administrative judiciary as a safe haven for individuals from the arbitrariness of the administration.

The study focuses on defining the nature of judicial rulings of an administrative nature and distinguishing them from similar ones, pointing to the most important types, and demonstrating the facets of the administration's refrain from implementing judicial rulings in the administrative article.
