The research problem stems from the fact that spending on research and development in some countries is still at low levels, so it does not contribute to increasing the volume of intellectual property, whether it is payments or receipts.

Knowing the reality of spending on research and development, intellectual property rights fees in the countries of the study sample, and measuring the impact of spending on research and development on intellectual property for the countries of the study sample 200-2017.

The research found that the increase in spending on research and development (% of GDP) by (1% ) leads to an increase in fees for using intellectual property rights payments by (0.610% ) and an increase in fees for using intellectual property rights receipts by (1.38% ).

The research presented a set of proposals, the most important of which is working on developing integrated strategies for intellectual property that deal with contemporary scientific and technological developments, and intensifying efforts in the field of research to test the effectiveness of intellectual property in developing economic sectors.
