The incidence and prevalence of crimes of administrative and financial corruption has become increasing constantly and has begun to affect the functioning of public utilities and to create dangerous repercussions on the national economy, at a time when we find that the oversight bodies of all kinds are unable to confront them.

Moreover, many cases of corruption are not brought to justice to exercise their role in decisiveness and deterrence in accordance with the provisions of the law.

This is what prompted us to look for specific entities to deal with this dangerous phenomenon legally, namely members of society.

The study assumes that members of society can legally address this criminal phenomenon to the extent that it can be eliminated or reduced its incidence, hence our study focused this aspect to impose it and trying to enlarge its scape through what has shown of suggestions to the sides concerned to face this official corruption.
