The decision of conviction should be based on the verification of the committed crime and its direct relation to the offender.

Nonetheless, legislators could ease off the litigation procedures especially in criminal offences, as they can authorize judges or attorneys to enforce punishment even without the attendance of the perpetrator.

In fact, the advantage of the penal law system helps to lessen the burden on courts and leads to wider solid application of criminal justice this study was divided into two parts.

The first part dealt with the scope of the criminal order, and it is divided into two sections where we discussed the crimes in which the criminal order may be issued, in addition to the criterion of crimes subject to the criminal order.

In the second part of this study, we discussed the competent authority responsible for issuing the criminal order, and we clarified the authority of the judge to issue the criminal order, in addition to the authority of the Public Prosecution to issue the criminal order.
