The Qatari legal order on foreign direct investments (FDI) is a recent law with clearly defined guarantees and restrictions.
It was not without criticism during the promulgation of Law No.
1 of 2019 on the organization of the investment of non-Qatari capital in national economy, particularly with regard to the 49% threshold for holding the investment, considered by practitioners to be largely protectionist and reluctant to fracture.
But a structural reform announced recently intervenes to introduce permanently a principle of universality of investment.
What should we take away from it as mainlines for lawyers ?

L’ordonnancement juridique qatari des investissements directs étrangers (IDE) est un droit récent aux garanties et restrictions clairement définies.
Il n’a pas été sans critiques lors de la promulgation de la loi n° 1 de 2019 portant organisation de l’investissement de capitaux nonqataris dans l’activité économique, particulièrement en ce qui concerne le seuil de détention de l’investissement de 49% jugé par les praticiens trop protectionniste et peinant à se fracturer.
C’est alors qu’une réforme annoncée très récemment intervient pour introduire définitivement un principe d’universalité de l’investissement.
