The study aims to: - Building a leadership personality scale for the managers of Salah al-Din Youth and Sports Forums.

- Identifying the relationship between the leadership personality and administrative empowerment among the managers of the Salah al-Din Youth and Sports Forums.

- Identify the relationship between the leadership personality and administrative empowerment.

- Identify the dimensions of leadership personality and administrative empowerment.

The research community consists of administrative and technical staff working in youth and sports forums in the governorate of Salah al-Din, which numbered (16) forums distributed throughout the governorate.

(68, 888% ) of the research community The application sample consists of (70) employees representing (31.11% ) of the total community in addition to (10) employees and neglected (5) forms for not answering the full scale on the scale, and the application sample(arithmetic mean, standard deviation, t-test, chi-square, and the simple correlation coefficient (Pearson), SPSS, Percentage, Spearman's Equation.

The researcher reached the most important results, which are: 1- The effectiveness of building a leadership personality scale for youth and sports forums in Salah al-Din Governorate as one of the measures building the scale.2- The youth and sports forums in Salah al-Din governorate achieved in the dimensions of the leadership personality a level (medium - high).3- Youth and sports forums in Salah al-Din governorate achieved a (high) level in the dimensions of administrative empowerment.
