At the international level, there are many conventions that concern the elderly, such as the Vienna International Plan of Action on Aging in 1982, the United Nations Principles relating to the Elderly for the year 1991 AD, and in 1999 AD the United Nations General Assembly organized the International Year of the elderly, and promised to make 2001 the International Year of the elderly and the actual implementation In fact, in the third millennium, these efforts continued with the adoption of the Second Madrid Plan on Aging in 2002.

The Egyptian and Saudi legislators were affected by these efforts, as both of them began drafting a law to protect the elderly aimed at protecting and supporting the rights of the elderly and enabling them to live in an environment that preserves their rights and preserves their dignity.
