الملخص العربي

هدفت دراستنا لمعرفة دور المالية العامة ومساهمة السياسات العامة، وأثرهما في مكافحة ظاهرة الفقر من خلال دراسة تحليلية تقويمية لجهود دولة سنغافورة كتجربة ناجحة اجتماعيا واقتصاديا أنموذجا للتخفيف من حدة الفقر، وللإجابة على مشكلة دراستنا اعتمدنا على المنهج التحليلي، إذ استندنا المنهج الوصفي للتعريف بماهية المالية العامة وركزنا على أدواتها الأساسية، ثم قمنا بوصف ظاهرة الفقر من خلال شرح المقاربات النظرية للفقر، وتحليل النظريات المفسرة لظاهرة الفقر، واستخدمنا المنهج التحليلي بالاعتماد على معلومات أساسية وبيانات لتحليل أهم الآليات والتدابير التي اتخذتها سنغافورة للتخفيف من حدة الفقر ومجابهته مبرزا أهم التحديات التي تقف عائقا أمام دولة سنغافورة في سبيل تحقيق ذلك، وخلصت دراستنا ل: نجحت سنغافورة في تجربتها للقضاء على ظاهرة الفقر لمستوى متقدم من التنمية الاجتماعية والاقتصادية أهلتها لأن تكون نموذجا للرقي والازدهار، ومضربا للمثل بين دول العالم ، وهذا بفضل لجوئها في بداية تأسيسها إلى الكوادر من ذوي الكفاءات، وجعلهم على رأس المؤسسات، وبإصلاح النظام التعليمي وجعله يتواءم مع سوق الشغل، إضافة لسياسة الانفتاح وتحرير الأسواق التجارية مع واقعية الصرامة في التعامل، فكل هاته العوامل كان لها الأثر الإيجابي الفعال في رسم خريطة التحول والانتقال من دولة فقيرة متخلفة تعيش على هامش التاريخ لتتحول إلى عملاق اقتصادي يحظى بالاحترام الكبير على المستوى الدولي.

Our study aimed to know the role of public finance and the contribution of public policies, and their impact in combating the phenomenon of poverty through an analytical and evaluative study of the efforts of the state of Singapore as a successful social and economic experiment as a model for poverty alleviation, and to answer the problem of our study we relied on the descriptive analytical approach, as we relied on the descriptive approach to define the nature of public finance and focused on its basic tools, then we described the phenomenon of poverty by explaining the theoretical approaches to poverty, and analyzing the theories that explain the phenomenon of poverty, we used the analytical approach, relying on basic information and data, to analyze the most important mechanisms and measures taken by Singapore to alleviate poverty and confront it, highlighting the most important challenges that stand in the way of Singapore in achieving this, and our study concluded that: Singapore succeeded in its experiment to eradicate the phenomenon of poverty for an advanced level of social and economic development that qualified it to be a model for advancement and prosperity, and an example among the countries of the world, and this is thanks to its resort at the beginning of its establishment to qualified cadres, and making them at the head of the institutions, and by reforming the educational system and making it compatible with the labor market, in addition to the policy of openness and liberalization of commercial markets with realistic strictness in dealing, all these factors had an effective positive impact in drawing the map of transformation and transition from a poor, backward country living on the margins of history to turn into an economic giant that is highly respected at the international level.
