Legal tools to respond to the new Coronavirus pandemic (Covid-19) in Qatar Hassan Al-SayedProfessor in Public Law, College of Law, Qatar Universityhalsayed@qu.edu.qaAbstractThe new Coronavirus (Covid19) swept through the entire world, which the World Health Organization (WHO) has considered a global epidemic, and most countries around the world, including Qatar, have already come to address the epidemic and reduce its effects.

One of the most notable measures taken in Qatar was the decision to organize the Supreme Committee for Crisis Management and to amend some of the provisions of law decree No.

17 of 1990 on the prevention of infectious diseases.

The Constitution, on the other hand, contained some tools that could have been used to address the epidemic, such as the declaration of martial law and the issuance of regulations of control, but the State did not turn to themIn his study, the researcher followed the analytical and comparative approach, and cited the legislation, the rulings of the judiciary and the opinion of jurisprudence in both Kuwait and Egypt, in order to highlight some differences with Qatari law and based on that in the analysis and inference of the results.This study raised many questions, including research on the problem of the existence of the Supreme Committee for Crisis Management in the absence of the decision to establish it, and the extent to which decisions issued by the Council of Ministers and the Ministry of Health or others may include criminal rules, and the extent to which these decisions may not be published in the Official Gazette.

This study also raised the issue of the implementation of the control regulations, and the extent to which martial law can be declared in light of the non-activation of the articles of the constitution related to the elected Shura Counci.
