مصطلح العلة الهولندية ليس بجديد لكن يبقى دائما من المواضيع الحديثة التي تتكرر كلما ارتفعت أو انخفضت أسعار المحروقات بالجزائر.
تنطلق دراستنا من فرضية مفادها أن ارتفاع أسعار المحروقات سيبقى دوما يتسبب في آثار عكسية على الاقتصاد الجزائري بفعل تقلص بعض الأنشطة الإنتاجية خارج قطاع المحروقات و نمو أنشطة أخرى، بالإضافة إلى ارتفاع سعر الصرف الحقيقي، ظهور مجتمع استهلاكي و هجرة اليد العاملة إلى القطاعات المتوسعة، كل هذه التغيرات الهيكلية مرادفة لما يعرف بالعلة الهولندية.
باستعمال نموذج التوازن الحسابي العام و إدراج الريع النفطي كأحد عوامل الإنتاج الذي يعاد توزيعه على جميع الأنشطة الإنتاجية بالتساوي (أبرز ما يميز هذه الدراسة) و بناء قاعدة معطيات النموذج عن طريق مصفوفة المحاسبة الاجتماعية، نتمكن من استخدام أسلوب المحاكاة لارتفاع سعر النفط و حل مختلف معادلاته غير الخطية بواسطة برنامج ماتلاب، توصل الباحث إلى إثبات صحة الفرضية، مختتما ذلك بجملة من الاستنتاجات و التوصيات.

The term “Dutch disease” is not new, but still remains one of the hot topics that reappear in Algeria each time the price of hydrocarbons decreases or increases.
our study starts from an assumption that the rise in the price of hydrocarbons will always have negative effects on the Algerian economy due to the deterioration of certain productive activities, in addition to the rise of the real exchange rate, the creation of a consumer society and the migration of labor to expanding sectors, all of which are synonymous with the Dutch disease.
by using the calculable general equilibrium model, and the inclusion of oil rent as one of the production factors which is redistributed equally, and by building the model database via the social accounting matrix, we were able to simulate the increase in the price of hydrocarbons and to solve various non-linear equations with the mat lab program ; which leads to validating the hypothesis and concluding with a number of results and recommendations.

Le terme «syndrome hollandais» n’est pas nouveau, mais reste toujours l’un des sujets d’actualité qui réapparaît en Algérie chaque fois que le prix des hydrocarbures diminue ou augmente.
notre étude part d’une hypothèse que la hausse du prix des hydrocarbures aura toujours des effets néfastes sur l’économie Algérienne en raison de la détérioration de certaines activités productives en dehors du secteur des hydrocarbures et de la croissance d’autres activités, en plus la hausse du taux de change réel, la création d’une société de consommation et de la migration de la main-d’oeuvre vers les secteurs en expansion, tous cela est synonyme du syndrome hollandais.
en utilisant le modèle d’équilibre général calculable et l’inclusion de la rente pétrolière comme l’un des facteurs de production qui est redistribué de manière égale à toutes les activités productives et en construisant la base de données du modèle via la matrice de comptabilité sociale, nous avons pu simuler l’augmentation du prix des hydrocarbures et de résoudre diverses équations non-linéaire grâce au programme mat lab, ce qui amène à valider l’hypothèse et concluant par un certain nombre de résultats et de recommandations.
