Sovereign wealth funds are an economic phenomenon and an important means of achieving economic stability and confronting the local economy to external crises that result from fluctuations in crude oil prices, and also with the aim of saving and investing financial surpluses that are achieved by increasing oil prices, especially oil countries, and benefiting from them in various fields, especially times of crises, wars and disasters.

Sovereign wealth funds have become one of the modern topics that are managed by official bodies and institutions for the countries that own them, and their aim is to transfer part of the returns they obtain for the benefit of future generations, after the depletion of natural resources, provided that annual profits for countries are not associated with the prices of natural resources that are subject to shocks.

Oil Algeria is one of the countries that established a sovereign wealth fund under the name of the Resource Control Fund, and its purpose was to finance the budget deficit due to the shocks of crude oil prices, as well as to pay off the external debt.
