The aim of the study was to highlight the reality of the information system used in the total quality management and institutional development in the ministry of youth and sport by its abilities, and its role in applying the method of total quality management.

The system components were identified from the input, output and operations, to design and build an information system based on the computer can collect, document and address data to conduct the administrative work for the total quality management and development incorporator and providing the necessary information to help develop performance, diagnose the strengths and weaknesses, decision making and support future plans for the quality management department, as it has been programmed databases using Structured Query Language (SQL), as the use of visual programming language (Visual Basic) by the version (Visual Basic –Studio – 2012) for ease of use and abilities to deal with the many languages for database management systems, as (SQL).
