It is recognized that one of the general principles that govern public utilities in the state is their ability to develop in order to provide their services to the public, and this matter applies to the judiciary facility in general, and the administrative part in particular, as it must keep pace with developments, including the shift towards litigation electronically By using modern technologies represented by the means of technology and the Internet, especially after what the world has witnessed of the emergence of (Covid 19), known as the Corona pandemic, which imposed on countries to employ these technologies to run public facilities in the country, but the judiciary facility is characterized by its privacy that distinguishes it from other facilities In the other country, the process of moving towards litigation electronically suffers from many obstacles, and is not limited to one side, but rather there are legislative, administrative, technical and financial obstacles, and this requires those in charge of the administrative judiciary facility in Iraq to try to overcome them by putting in place solutions to those obstacles.
