Parliament is the people's way to limit dictatorial regimes, it is the clearest manifestation of democracy, and it is the only way for individuals to participate in government.

Parliaments perform basic functions, namely legislation and oversight as well as fiscal jurisdiction, However, the parliament's role isn't limited to these competencies, but a parliament rather exercises additionally other competencies that we described as sovereign competencies.

Sovereign competencies include a parliament's role in electing the President of the Republic, holding him accountable and exempting him and declaring him disqualified, its role in some appointments, and its role in monitoring the declaration of war and the state of emergency.

And we tried through this research to explain these functions, and find out whether they are compatible with the nature of the parliament's work, or is the Iraqi constitution exaggerated in the parliament's involvement in tasks and functions that confuse its work and distract its efforts, especially since some of these tasks are not incompatible with the nature of the work of parliaments, and they challenge the principle of separation between the powers.
