Shariah ruling on using artificial intelligence in issuing fatwa, its implications, and the ruling on issuing fatwa through artificial intelligence.

research objectives : to explain how fatwa (i.e.

formal Islamic Shariah opinion) is issued through artificial intelligence and the steps of this process ; identifying Shariah ruling on using artificial intelligence in fatwa making; and clarifying the impact of using artificial intelligence in fatwa making; in addition to, drafting a written form identifying the applications of artificial intelligence in fatwa making in order to clarify the intended notion.

research methodology : the study used a mixed methodology that combined the collection method with the induction and analysis method.

most important results : the study found that the ruling on using artificial intelligence in fatwa making is divided into four sayings.

however, the saying that it is permissible is more preferable-to me-but there have to be some controls governing the process of fatwa making using artificial intelligence, controls for developing a fatwa program, and controls for program’s consultant.

all these topics were discussed in detail in the research.

moreover, the results of the study demonstrated that using artificial intelligence in fatwa making has positive effects as well as negative effects.

however, the positive effects were remarkably more than the negative ones.

further, the negative effects can be avoided.

nonetheless, it became evident through research that the artificial intelligence programs currently used in fatwa making are relatively rudimentary.

still, the accuracy and validity of the fatwa made through these programs could easily be proved ; which repre sented solid evidence that it is permissible to use these programs in fatwa making.

most important recommendations : sponsoring the proposal to develop an application that enables using artificial intelligence in fatwa making, and adopting it by highly qualified scientific bodies-such as universities-to supervise the process of developing it from the start till the end.

the application should include all the main topics of Fiqh, starting with the topic of ritual purification until the last topic of Islamic Fiqh, and presenting them in the form of an Islamic encyclopedia.

furthermore, the application can be activated in stages ; so whenever a stage is finished-for example the part concerned with the topic of ritual purification-it can be activated so that users can make use of it till other stages are then finished as well.

this approach will help in achieving : a) prompt utilization of the program, b) fixing any bugs surface during using the program in the experimental stages and learning from the errors to avoid them in the following stages.

also: it is suggested to partner with profit-making bodies in this project to reduce financial burdens and the application can be launched as a gift from the sponsoring university to Muslims around the world; or it may be marketed and sold to earn some revenue for the entity.

also : after the process of developing the application is completed, it should be translated into the most famous languages spoken by Muslims, as well as into the well-known languages, even if the Muslims speaking them are a minority.
