الملخص العربي

هدفت هذه الدراسة إلى تركيز الضوء على السياسة الخارجية الأردنية وخياراتها في ضوء صفقة القرن إقليمياً ودولياً، وذلك من خلال التعريف بطبيعة السياسة الخارجية الأردنية ومحدداتها الداخلية والخارجية وأثرها على السياسية الخارجية الأردنية، كما تناولت مرتكزات السياسة الخارجية ودور القيادة السياسية في صياغتها واتخاذ القرار، والجهات المساندة له سياسياً.

كما تناولت الدراسة ماهية صفقة القرن ومضمونها، وموقف الأردن والدول العربية والدولية منها، وتأثير صفقة القرن والخطة الإسرائيلية لضم الأراضي الفلسطينية المحتلة على الأردن، وتناولت أيضاً السياسة الخارجية الأردنية إقليميا ودولياً في ضوء صفقة القرن، واستشراف خياراتها إقليمياً ودولياً في ضوء صفقة القرن.

وتبرز أهمية هذه الدراسة في التعرف على آلية صنع القرار السياسي الخارجي الأردني، في ظل متغيرات إقليمية ودولية مصيرية وعملية معقدة كصفقة القرن...، كما تكمن إشكالية الدراسة في أنها تعالج مشروع فكري إجهاضي "صفقة القرن" للقضية الفلسطينية، وإلغاء الدور السياسي للأردن تجاه القضية الفلسطينية ،وتصفيتها، وتنطلق فرضيتها في محاولة التثبت من صحة أن صفقة القرن أريد بها إنهاء الدور التاريخي للأردن بالقضية الفلسطينية، وأنها قيدت السياسة الخارجية الأردنية إقليمياً ودولياً.

واعتمدت منهجية الدراسة على منهج تحليل النظم، ومنهج اتخاذ القرار، والمنهج الوصفي التحليلي، والمنهج التاريخي، والمنهج الاستشرافي، للإجابة على أسئلة الدراسة وأهمها: ماهي انعكاسات صفقة القرن على القضية الفلسطينية والأردن؟ وما هي الخيارات المطروحة والرؤية الاستشرافية للسياسة الخارجية الأردنية وصانع القرار للتعامل مع هذه الصفقة في إطار سياسته الخارجية إقليمياً ودولياً؟ وما هي السياسة المتبعة لصانع القرار السياسي والسياسة الخارجية الأردنية إقليمياً ودولياً في ظل مشروع صفقة القرن للحفاظ على مصالحه الاستراتيجية؟ وقد خلصت الدراسة إلى مجموعة من النتائج والتوصيات أهمها: أن السياسة الخارجية الأردنية وصانع القرار السياسي يتعرضون لضغوطات أمريكية وإسرائيلية، والدول العربية المؤيدة للمشروع، للموافقة على صفقة القرن، مستغلين الظروف الاقتصادية التي يعاني منها الأردن بسبب مواقفه تجاه القضية الفلسطينية، وقد اتضح أن السياسية الخارجية الأردنية لا ترضخ للضغوطات، وأنها ليست ضعيفة في مواجهة المتغيرات الإقليمية والدولية، وأن أمامها خيارات متعددة يمكن المضي بها، لإفشال مخطط التسوية .

وتوصي الدراسة السياسية الخارجية الأردنية بتعزيز العلاقات العربية والإسلامية والدولية بما يخدم توجهات الأردن السياسية وتقوية دوره اتجاه القضية الفلسطينية، وتحقيق الدعم الاقتصادي للأردن لتعزيز مواقفه وتحقيق مصالحه، كما توصي الدولة الأردنية بتمكين الجبهة الداخلية لتقوية موقفها السياسي، من خلال إصلاحات اقتصادية وسياسية واجتماعية شاملة، وتوصي المؤسسات الإعلامية والتربوية والتعليمية على تعريف المجتمع المحلي بصفقة القرن وبنودها، ومخاطرها على الأردن، بشكل علمي وسياسي، لتعزيز دور الطلبة والشباب في القيام بواجبه تجاه هذه القضية.

الملخص الإنجليزي

This study aimed to focus the light on the Jordanian foreign policy and its options in light of the deal of the century regionally and internationally, by introducing the nature of the Jordanian foreign policy, its internal and external determinants and its impact on the Jordanian foreign policy, as well as the foreign policy foundations and the role of the political leadership in its formulation and decision-making, and the supporting parties Politically.

The study also dealt with the nature and content of the deal of the century, the position of Jordan and the Arab and international countries towards it, and the impact of the deal of the century and the Israeli plan to annex the occupied Palestinian territories on Jordan.

It also dealt with Jordanian foreign policy regionally and internationally in light of the deal of the century, and exploring its options regionally and internationally in light of the deal of the century.

The importance of this study is evident in identifying the mechanism of Jordanian foreign political decision-making, in light of fateful regional and international variables and a complex process such as the deal of the century ...

The problem of the study also lies in the fact that it deals with an intellectual project that prejudices the "deal of the century" for the Palestinian issue, and cancels Jordan's political role towards the issue The Palestinian Authority and its liquidation, and its hypothesis is launched in an attempt to verify that the Deal of the Century was intended to end Jordan's historical role in the Palestinian issue, and that it restricted Jordanian foreign policy regionally and internationally.

The methodology of the study relied on the Systems Analysis Approach, Decision Making Approach, and the descriptive and analytical approach, the historical method, and the forward-looking approach, to answer the study's questions, the most important of which are: What are the implications of the deal of the century on the Palestinian issue and Jordan? What are the options and the forward-looking vision of the Jordanian foreign policy and the decision maker to deal with this deal within the framework of his foreign policy regionally and internationally? What is the policy followed by the political decision maker and the Jordanian foreign policy regionally and internationally in light of the draft deal of the century to preserve his strategic interests? The study concluded with a set of results and recommendations, the most important of which are: that the Jordanian foreign policy and the political decision-maker are subjected to American and Israeli pressures, and the Arab countries that support the project, to agree to the deal of the century, taking advantage of the economic conditions that Jordan suffers from because of its stances towards the Palestinian issue.

The Jordanian woman does not yield to pressures and that she is not weak in the face of regional and international changes, and that she has multiple options that can be pursued, to thwart the settlement plan… The Jordanian foreign political study recommends strengthening Arab, Islamic and international relations in a way that serves Jordan's political orientations and strengthening its role towards the Palestinian cause, and achieving economic support for Jordan to strengthen its positions and achieve its interests.

It also recommends that the Jordanian state strengthen the internal front to strengthen its political position, through comprehensive economic, political and social reforms.

Media, educational and educational institutions to inform the local community of the deal of the century and its provisions, and its risks to Jordan, in a scientific and political manner, to enhance the role of students and youth in carrying out their duty towards this issue.
