Heuristic evaluation is one of the most important methods for assessing the usability of user interfaces .It involves experts or professionals using a set of heuristics such as Nielsen’s heuristics, to identify usability problems with information system user interfaces.

A number of studies have been undertaken to customize heuristics for specific domains of information systems in order to assure the discovery of domain-specific usability problems.

There are a limited number of studies on the customisation of heuristics for e-government websites and applications in the e government domain, indicating a need for more research on this topic.

In this study, we customized usability heuristics for Saudi e-government websites.

To test the effectiveness of these heuristics, ten experts conducted a heuristic evaluation using the customized heuristics and Nielsen’s heuristics for identifying usability problems on five Saudi e-government websites from different sectors.

Five experts used the customized heuristics, whereas Nielsen's heuristics were used by the other five.

The results of using the two sets of heuristics were compared.

In general, our analysis showed that using the customized heuristics rather than Nielsen's heuristics is more effective in identifying usability problems on the Saudi e-government websites.

We also conducted user testing on these five Saudi e-government websites with the aim of comparing the results of the user testing and the heuristic evaluation based on the customized heuristics.

The results revealed that heuristic evaluation (based on the customized heuristics) is more effective in detecting minor and moderate usability problems, but user testing is more effective in detecting critical usability problems.

Based on our findings, we recommend assessing the usability of Saudi e-government websites using two methods (heuristic evaluation based on our customized heuristics and user testing).
