The aim of the current research is to present a proposed vision to face the problems of applying transparency to university education institutions in Egypt, by presenting an intellectual framework on transparency in university education institutions, and to identify the most important problems of applying transparency to university education institutions in Egypt.

The current research relied on the descriptive approach in collecting and interpreting information with the use of the interview as a research tool that was applied to a sample of (30) educational experts in universities (Damietta, Mansoura, Port Said, Al-Azhar, Tanta).

The research concluded that administrative corruption, The weakness of the university's accountability and accounting system, the ence of a control system for everyone and for everyone, and the weakness of administrative communication processes are among the most important problems facing the application of transparency to university education institutions in Egypt.

The research recommended the necessity of: Develop legislation and laws in line with the requirements of transparency.
