الملخص العربي

تعد الحوكمة الممارسات والإجراءات التي تحكمها الأنظمة والتعليمات وتتبناها الإدارة العليا في هيئة الطيران المدني الإماراتي لتوجيه و إدارة عملياتها العامة و أنشطة برامجها لتحقيق أهدافها و مصالحها استناداً إلى مجموعة من الخصائص هي : الشفافية، المشاركة، المساءلة، الكفاءة، و المساواة.

و قد حاز تطبيق الحوكمة على اهتمام المجتمع الدولي نظراً للأهمية المتنامية له في ضمان حسن سير العمل والاستقرار و تجنب الأزمات.

و في ذات السياق تزايد الاهتمام بموضوع الصورة الذهنية و أهميتها بالنسبة للمنظمة، نظراً لما تقوم به من دور هام في تكوين الآراء و اتخاذ القرارات وتشكيل السلوك.

و تمثلت مشكلة الدراسة في الإجابة عن سؤال رئيسي، و هو إلى أي مدى يمكن أن يسهم تطبيق الحوكمة في تحسين الصورة الذهنية في هيئة الطيران المدني الإماراتي؟ و هدفت الدراسة بيان مدى توافر أبعاد خصائص الحوكمة بهيئة الطيران المدني الإماراتي، و تحديد دور الحوكمة في تحسين الصورة الذهنية كما يدركها المبحوثين -عينة الدراسة بهيئة الطيران المدني الإماراتي.

و التعرف على الفروق ذات الدلالة الإحصائية في آراء المبحوثين حول محاور الدراسة و فقاً لمتغيراتهم الشخصية و الوظيفية.

الملخص الإنجليزي

The study aimed at the extent to which the dimensions of governance characteristics of the General Civil Aviation Authority, and to identify the role of governance in improving the mental image as perceived by the respondents -Study Sample General Civil Aviation Authority.

And to identify the differences statistically significant in the views of respondents about the study axes according to personal and functional variables.

This study adopted a descriptive analytical approach through field study, which is based on the characterization of the study population, and the collection of data from this community through the development of a questionnaire with the aim needed to answer the research questions and test the validity of hypotheses data collection.

A random sample of (300) three hundred employees working in the upper, middle, and lower departments of A random sample of (197) one hundred and ninety-seven employees working in the upper, middle, and lower departments of General Civil Aviation Authority.

The results indicated that there is a high interest by the General Civil Aviation Authority.

As there are no statistically significant differences in perceptions of the Ministry of the Interior of governance due to personal differences variables (gender, educational level) for members of the study sample.

The most important recommendations of the study are : - The need to continue strengthening the governance dimensions with the General Civil Aviation Authority.

- The need for continuing to ensure that crystallize a clear vision regarding governance and dimensions as well as incorporated into its strategic goals and educate all employees.

to build an advanced evaluation system, to rely on it in the evaluation of its performance on the application of the dimensions of governance properties on a regular basis, which will enhance the possibility to have a continuous improvement in its obligations to apply corporate governance in line with the general trend of the state.

- Creating a partition that specializes in human resources management means improving the mental picture of all kinds, especially in light of the intensification of the challenges facing the Unit of the General Civil Aviation Authority and can affect the mental image of the positive and increases the chances of excellence.
