This study aims at presenting a qualitative analysis on the Libyan policies for governing public sector during the period from 1977 to 2019.

The analysis is based upon one of the main characteristics of public policy analysis field i.e.

the impact of past legacy on both present and future policies.

Therefore, this research employs the ‘Causal Comparative Approach’ to provide comparative analysis of two periods.

Firstly, the time span from 1977 to 2000.

The reason for choosing this period is the beginnings of issuing regulations directly affecting private sector growth.

The second period from 2001 to 2019 started to witness a clear shift in reviving the move towards private sector.

The study also uses the ‘Legal Approach’ to present qualitative analysis for the aforementioned regulations.

Moreover, the ‘Institutional Path Dependency’ framework has been used to analyze data.

Our ‘unit of analysis’ concentrates upon the relationship between both public and private sectors in the Libyan regulations.

A major finding of the study is the need to introduce specific changes on policy formulation related to the Libyan private sector.
