The study aimed to clarify the role of the institutional values system in managing the process of change, and the researcher pursued to answer the following question: What is the role of the institutional values system in managing the change process in Libya ? The researcher relied on the descriptive and analytical approach because it fits with the nature of research of a human nature, in terms of a description of the problem and analysis according to the data obtained, and concluded that the Holy Islamic Law explained to Muslims one of the most important change management models, which is the model on which the Holy Prophet relied, In this way, the researcher recommended that those who manage the affairs of the state and, the various institutions should work to instill a system of institutional values that will be the basis of any change process that leads the state with its various institutions to achieve the welfare state that the Libyan people seek to.
