United nations issued a number of declarations, and documents in the arena of compensating victims of crime; chief among them was the declaration of basic principles of justice for victims of crime and abuse of power adopted by united nations general assembly on 29 November 1985.

the said declaration called upon states to strive to provide full compensation to crime victims and their families from criminals or any other sources.

according to article 8/4 of international convention for the suppression of the financing of terrorism 1999, states should consider establishing mechanisms whereby the funds derived from forfeiture of terrorist funds are utilized to compensate victims of terrorism and their families.

the aim of this research is to know how successful specific and general rules of compensating victims of terrorist crimes are.

it also aimed to identify the reasons why such rules were enacted, and to explore the shortcomings of such rules to be tackled.

study used analytical, descriptive, comparative method: setting out the problem along with solutions; rights, shortcomings of legislations covered by this study and the way such legislations handled the issue of compensation.

research concluded with numerous findings, chief among them is that states with all their security bodies should spare no effort and devote required attention to avoid the occurrence of any abuses against people, their rights and their safety whether physical or moral.

research stressed that states are called upon to provide, in their legislations, for compensating victims of terrorism, and are obliged to provide legal and human protection to such victims.
