The study ofintellectual and political personalities is one of the studies that give the individual his role in making history, and the modern and contemporary history of Syria has witnessed a large number of these prominent figures who had a role in its events, and among these personalities stands out the personality of Abdul Raouf Al-Kassem, who joined the Baath Party in 1949 He was seventeen years old and participated in the various stages of the party's struggle.

He completed his academic career and obtained a doctorate in architecture from the University of Geneva in 1963, and Al-Kasim practiced self-employment as an engineer in addition to the teaching profession and a member of the Supreme Council for City Planning in Syria 1979 He moved to Damascus University and became the head of the art department of the Faculty of Civil Engineering in addition to that and was appointed as an agent for the University of Damascus and then governor of the city of Damascus before assuming the presidency of the government and leaving education in 1979, and assumed the position of Prime Minister for three successive governments on December 14, 1980 and continued until March 11, 1984 and the second April 8 1985 and continued until 1987.
