In this research, we tried to formulate a legal concept for foreign investment, with a statement of the data of drafting an integrated legal system to deal with foreign investment through a statement of the pros and cons resulting from it, and some legal means to deal with it in a way that achieves the greatest amount of pros and reduces the maximum amount of negatives.

Where we tried to use the legal language in the formulation of this definition and away as far as possible economic terms, in order to adhere to legal concepts that help us in the development and formulation of an integrated legal system to deal with foreign investment.

Then we moved after the definition to the statement of the most important positive effects that can be arranged in the case of encouraging foreign investment, and what are the obstacles that may hamper the realization of these effects, and how to overcome these obstacles.

The laws that seek mainly to attract foreign investment without regard to its risks will ultimately lead to negative effects on the political, economic and social system in the country.

Which necessitates the building of a legal system with a vision of the future, starting from the legacies of the past and using the tools and facts of the present and oversee the future in order to ensure not wasted.
