During the era of the second military government in what is known as (the government of May 25, 1969), when the government was able to build a political organization (known as the Sudanese Socialist Union) and it was a model for a single party.

The organizational performance of the directorates, which includes the overall organizational performance in planning, implementation, supervision and follow-up.

It was among these affiliated bodies of the Union and its performance report was submitted by the Authority (Secretariat of the Sudanese Socialist Union in the Red Sea Directorate) It is the highest organizational institution in the Directorate.

In this study, we try to identify its activity in this organizational cycle (1972 AD -1974 AD) associated with the convening of the first national conference of the Sudanese Socialist Union, which is considered as the general assembly of the organization.

The research aims to talk about building the political organization of the Socialist Union in the Red Sea Directorate, as well as to identify what has been achieved of development planning during this period.

The research problem is to try to answer the following questions: How was the political organization built in the Red Sea Directorate and how did the organization of the Red Sea Directorate contribute to the planning and implementation of development projects in the Directorate? What are the plans and implemented of projects in the field of economic and social development? The researcher used the method of scientific historical- narrative research, and the researcher reached many results, including that the political structure of the Sudanese Socialist Union organization included the Red Sea Directorate in eastern Sudan, and the directorate’s secretariat became part of the national conference of the organization that plans and reviews the organizational performance in all of Sudan.

Filling the political vacuum in eastern Sudan created by the dissolution of political parties by the May government, where citizens accepted to acquire membership from all the cities and villages of the directorate, thus forming the basic units of the organization.

Who played a major role in planning many economic projects in the Directorate in all sectors that were neglected resources during the years prior to the establishment of the May government.

The researcher recommended re-examining the planning record presented by the organization, which represents a clear vision of the projects that the directorate needs, especially as they were planned by many international expert houses, especially in the field of benefiting from mineral resources.
