This study tackled the relations between the Nile Basin countries and attempts to answer pressing questions such as why the basin countries have not been able to manage the Nile waters in a manner acceptable to all so far, and why the basin countries do not represent a single economic bloc that enables them to achieve cooperation and exchange strategic interests.

The study followed the historical method and the descriptive analytical method.

The hypothesis of the study comes from the fact that the different political regimes of the basin countries and the internal instability are among the most important factors that prevented the optimal management of the Nile waters, and the relations between them were characterized by the nature of ambiguity and exploitation at best, and competition and open conflict at worst.

The study reached several results, the most important of which is that the nature of the political systems of the basin countries, in addition to the internal conflicts experienced by each country, prevented the achievement of strategic gains from the Nile waters, and that the transparency that accompanies democratic regimes and internal stability will contribute to water management in the required manner and end the state of conflict between the basin countries and achieve strategic gains.

Furthermore; the cooperation in managing the waters of the Nile and the support of the basin countries to each other will bring benefit to all.

The study recommends the necessity of establishing an economic and political body to manage the Nile waters.

It also urges settling of internal conflicts in the basin countries and adopting democracy as a system of governance.
