The study aimed to build a measure to reveal the degree of postgraduate students’s ownership at the College of Education at Tabuk university for the competencies of scientific research.

The scale was built of (41) phrases distributed into four criteria: of personal competencies, scientific competencies, procedural competencies and language competencies.

The study provided indications of the stability of the scale and the validity of its composition.

The study relied on the descriptive analytical method.

And the scale was applied to a random stratified sample of post graduate students at Tabuk university (162) male and female students, sorted by gender and academic major and academic level and track type.

(SPSS) and (AMOS (were used to analyze the data.

Results showed that the degree of ownership of scientific research competencies is high in the standards the four of them according to the pentagonal scale used.

Also the mean values of the study sample responses ranged from all criteria it stretched in between (3.88–3.62) to the order: personal competencies, language, then scientific, and finally procedural.

The results also indicated that there are differences in the degree to which students posses the competencies of scientific research attributed to academic specialization and academic level.

The most prominent recommendation were to use the scale in its final form to measure the competencies of scientific research, and benefit from the list of skills mentioned in the research as a frame of reference that helps the student in evaluating his competence in the field of scientific research.
