الملخص AR
شكل قطاع السكن اهتمام واسع ضمن الخطط و البرامج التنموية المتبعة في الجزائر، بغية امتصاص أزمة السكن التي عانى منها المواطنين طيلة حقبة من الزمن، مما دفعهم إلى اتخاذ السكنات القصديرية الهشة كمأوى لهم، رغم ما تشكله من تهديد خطير على الصحة العامة و مخططات التنمية المستدامة، إلى جانب افتقارها لأدنى شروط الحياة الإنسانية.
و انطلاقا من مسلمة أن إرادة الدولة تتجسد في وضع وعاء قانوني كفيل بإعمال الحق في السكن المنصوص عليه في العديد من الاتفاقيات الدولية، و لأجل تحقيق ذلك عكفت على تنويع صيغ الاستفادة من السكن بما يناسب الوضع الاجتماعي لكل شرائح المجتمع، حيث أوكلت ديوان الترقية و التسيير العقاري مهمة إنجاز سكنات عمومية موجهة للإيجار، كما خصصت مطلع سنة 2010 مساعدات مالية لتشييد سكنات في المناطق الريفية، أما في المناطق الحضرية فاستحدثت صيغ سكنية أخرى تسمح للمستفيد بتملك السكن بصيغة البيع بالإيجار أو بصيغة السكن الترقوي بنوعية المدعم و العمومي.

The housing sector has been the subject of great interest in the development plans and programs followed in Algeria, in order to absorb the housing crisis that citizens have been experiencing for some time, which has led them to s shelter on fragile stilts, despite the serious threat it poses to public health, and sustainable development plans, in addition to its lack of minimum conditions for human life.
starting from the premise that the will of the state is embodied in the development of a legal container guaranteeing the realization of the right to housing stipulated in numerous international conventions, and to achieve this, it has worked to diversify the forms of benefit from housing in a manner adapted to the social situation of all strata of society, since it entrusted the office for promotion and real estate management with the mission of creating social housing intended for rental in early 2010, financial assistance has been allocated for the construction of housing in rural areas in urban areas, other forms of housing have been introduced which allow the beneficiary to own housing in the form of sale-rental, or in the form of promotional housing of social and public quality.

Le secteur du logement a fait l'objet d'un large intérêt dans les plans et programmes d'aménagement suivis en Algérie, afin d'orber la crise du logement que subissent les citoyens depuis un certain temps, ce qui les a poussés à s'abriter sur les fragiles pilotis, malgré les menace grave qu'il représente pour la santé publique, et les plans de développement durable, en plus de son manque de conditions minimales de la vie humaine.
partant du postulat que la volonté de l'état s'incarne dans l'élaboration d'un conteneur juridique garantissant la réalisation du droit au logement stipulé dans de nombreuses conventions internationales, et pour y parvenir, elle a travaillé à diversifier les formules d'en bénéficier du logement d'une manière adaptée à la situation sociale de toutes les couches de la société, puisqu'il a confié à l'office de promotion et de gestion immobilière la mission de réaliser des logements sociaux destinés à la location début 2010, une aide financière a été allouée pour la construction de logement en milieu rural en milieu urbain, d'autres formules de logement ont été introduites qui permettent au bénéficiaire d'être propriétaire d'un logement sous forme de vente-location, ou sous forme de logement promotionnel de qualité sociale et publique.
