The outputs of empowering the parliament opposition in the constitutional document of 2011 w acknowledged one of the most prominent developments the new constitution, as it granted them several le privileges and guarantees; as a result of adopting constitutional reform approach, which led in response to demand of some memoranda submission to the ro advisory committee to amend the 1996 constitutio claiming that the outcome of the difference is t parliamentary opposition being weak to the efficiency of work at the legislative initiative's level is associated to scarcity of constitutional capabilities, the lack of material a logistical capabilities allocated to it in previous constitutio the government monopoly, which prevents advancement of its constitutional functions in the legislat field by making it a partner in parliamentary decisio making.

the legislative initiative is one of the basic techniq through which each parliament participates in the legislat process.

the former is also a power shared by government and parliament (majority/opposition), not that the 2011 constitution worked to support the parliamentary legislative initiative through a set of provisions contained in the 2011 constitutional document and the two bylaws in 2012 and 2013.

despite the humanitarian difference and logistical abilities between the two parties, which ensured continuously the superior outcome of the projects proposed by the government compared to the parliamentary party outcome, this was an expression of the imbalance between the legislative and executive authorities.

hence, the constitutional and parliamentary legislator worked to enable the parliamentary opposition by obtaining constitutional privileges to secure its effective participation in the promotion of the legislative initiative to bypass the numerical approach in the acquisition of powers to a logic that changes the new balance, participation, efficiency, and effectiveness.

we will devote this article to the legislative initiative study for the parliamentary opposition in the house of representatives.

the latter requires reviewing the constitutional developments related to the legislative initiative of the parliamentary opposition, the government, and their outcome during the ninth legislative term.

then, work to assess the result to ascertain the accuracy of the weak performance of parliamentary opposition that attributed to the powerless absence of the constitutional potentialities and the government's monopoly on the legislative initiative.

thus, proposing solutions that contribute to the outputs' development of the legislative institution in particular and the Moroccan democratic experience in general.
