Planning plays the main role in the success of any action or step taken by man and the developed countries have not reached what they have reached except through planning for their simplest needs to reach the most difficult and Iraq has gone through lean years since it missed planning and setting a clear vision for the future and setting criteria for priorities when implementation the research will try to find a clear plan to set priorities for the next Iraqi government for the period from 2026- 2022 based on the need of the Iraqi citizen and the critical situation that the country is going through and the case of its implementation The current prime ministers candidate is identical to his vision for the action plan drawn up for his government.

The main research problem is the absence of a clear scientifically studied vision for the implementation of the plans of the Iraqi government in recent years and assumes the possibility of finding priorities for the work of the Iraqi government to serve citizens at any stage of its work using scientific means in planning.

The research will try to take advantage of the model of the matrix of Kofi and the pyramid of Maslow to reach the priorities of the next Iraqi government in the theoretical and practical aspect and will conduct a survey of the opinions of Iraqis on the priorities they want for urgent and long term implementation and will follow the descriptive analytical approach in proving the hypothesis of the research which is based on the fact that everything is executable if it is developed with a plan that includes the priorities of action and implementation.

The research reaches the most important results there are files that do not require postponement and procrastination which are the eight files mentioned above and there are files that can be worked on successively namely the files of developing the economy through the revival of industry agriculture tourism and municipal services and that the files referred to by the candidate for the Prime Minister correspond to a large extent with the priorities of the United Nations in sustainable development for the year 2030 and must be worked on to implement them as soon as possible in addition to paying attention to education internal security the file of electricity and the fight against corruption as a priority when implementing Steps for the next government.
