The legislator in Kuwait aims of legislating the new Copy right Law to make it compatible with the regulations and obligations that provided for in the international treaties that the State of Kuwait is already signed and the treaties that Kuwait will sign in the future. Thus, this paper's ob jective to find out to what extent the Kuwaiti Law is compatible whit the aforementioned treaties and whether the legislator in Kuwait have adopted legal solutions for the issues raised in the previous Laws. This paper will be divided into two sections, the first division reviews the most important developments in this law in terms of the procedures that should protection the copy rights in addition to the financial rights. The second division deals with issues that have not been regulated by the Kuwaiti legislator, such as the obligatory permission to publish and the right to increase the agreed profits.

اتجهت غاية المشرع من إصدار هذا القانون إلى جعله متوافقا مع الضوابط و الالتزامات المنصوص عليها في الاتفاقيات الدولية التي انضمت إليها دولة الكويت و التي ستنضم إليها مستقبلا، يدور البحث حول النظر إلى أي مدى تتوافق نصوص هذا القانون مع هذه المعطيات، و فيما إذا كان قد أجاد المشرع الكويتي في تبني الحلول التشريعية لبعض المشاكل المثارة في القوانين السابقة، فتمحور البحث في قسمين : الأول يستعرض أهم المستجدات في هذا القانون، من حيث الإجراءات الشكلية لحماية حقوق المؤلف، و من حيث التعديلات التي وردت على حقوق المؤلف الأدبية و المالية، و القسم الثاني يتمحور حول أهم الأمور التي لم يعالجها المشرع الكويتي و من بينها الترخيص الإجباري للنشر، و حق المطالبة بزيادة المقابل المادي عما اتفق عليه.

The legislator in Kuwait aims of legislating the new Copy right Law to make it compatible with the regulations and obligations that provided for in the international treaties that the State of Kuwait is already signed and the treaties that Kuwait will sign in the future.
Thus, this paper's ob jective to find out to what extent the Kuwaiti Law is compatible whit the aforementioned treaties and whether the legislator in Kuwait have adopted legal solutions for the issues raised in the previous Laws.
