الملخص العربي

هدفت الدراسة للتعرف على أثر واقع حوكمة أكبر الجامعات في قطاع غزة على الالتزام التنظيمي وفق بطاقة مركز التكامل المتوسطي.

وقد استخدم المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من جميع المستويات الإشرافية أكاديميا وإداريا العاملة بأكبر الجامعات في قطاع غزة (الإسلامية، الأزهر، الأقصى) والبالغ عددهم 324، وتم استخدام الاستبانة كأداة لجمع البيانات، وتكونت عينة الدراسة من 158 وهو عدد الاستبانات المستردة والصالحة للتحليل الإحصائي، وتشكل 79% من إجمالي الاستبانات التي تم توزيعها واستردادها.

وتوصلت الدراسة إلى وجود موافقة تتراوح ما بين كبيرة ومتوسطة من قبل أفراد العينة على أبعاد حوكمة الجامعات محل الدراسة وفقا لبطاقة حوكمة مركز التكامل المتوسطي (السياق والرسالة والأهداف التوجه الإداري الاستقلالية، المحاسبة والمسائلة) في حين إن البعد الخامس وهو المشاركة لم يحظى على موافقة أفراد العينة، كما أنه لا توجد موافقة من قبل أفراد العينة على واقع الالتزام التنظيمي بأبعاده (الشعوري، المعياري، المستمر)، وتوصلت الدراسة إلى انه توجد علاقة ارتباطية ذات دلالة إحصائية بين واقع حوكمة الجامعات بقطاع غرة قياسا على (بطاقة المركز التكاملي المتوسطي) والالتزام التنظيمي بأبعاده، وتوصلت أيضا الدراسة إلى انه لا توجد فروقات ذات دلالة إحصائي قبين متوسطات تقدير أفراد العينة حول أثر الحوكمة على الالتزام التنظيمي في أكبر الجامعات بقطاع غزة (وفق بطاقة مركز التكامل المتوسطي) تعزى إلى كل من متغير (الجنس-التصنيف الوظيفي-سنوات الخدمة المؤسسة التعليمية).

وخرجت الدراسة بعدة توصيات أهمها أن تخصص لوائح وقرارات تنظيمية من قبل مجلس التعليم العالي فيما يخص تطبيق الجامعات نظام حوكمة موحد وفعال وطني يخص الجامعات الفلسطينية يلزم جامعات قطاع غزة به ضرورة دعم الجامعات بشكل عام والرئيسية غير الربحية بشكل خاص من قبل وزارة التربية والتعليم لتغطي احتياجاتها لكي تحافظ على استمراريتها مع مراقبة الوزارة لضبط الجودة، تحييد أي تيارات سياسية عن التأثير على عمل أنظمة حكم الجامعات حتى لا تتأثر جودة الخدمات التعليمية فيها بذلك، فصل النزاعات السياسية والحزبية في جميع مجالات عمل وزارة التربية والتعليم وتوحيد قراراتها تجبنا للازدواجية بين رام الله وغزة حتى ينصلح حال العمل فيها.

الملخص الإنجليزي

The study aimed to identify the impact of the reality of governance of the largest universities in the Gaza Strip on the organizational commitment according to the Card of the Center for Mediterranean Integration.

The descriptive analytical approach was used, and the study population consisted of all 324 academic and administrative supervisory levels operating in the largest universities in the Gaza Strip (Islamic University, Al-Azhar University, and Al-Aqsa University).

The questionnaire was used as a tool for data collection, and the study sample consisted of 158, which is the number of returned questionnaires and valid for analysis, comprising 79% of the total number of distributed and retrieved questionnaires .

The study found that the sample members had a degree of approval ranging between large and medium on the governance dimensions of the universities under study, according to the Center for Mediterranean Integration Governance Card (context, mission and objectives, administrative orientation, independence, liability and accountability), while the fifth dimension, which is participation, did not obtain the approval of the sample members.

There is no approval by the sample members on the reality of the organizational commitment in its dimensions (emotional, normative, and continuous).The study concluded that there is a statistically significant correlational relationship between the reality of university governance in the Gaza Strip according to the Mediterranean Integration Center Card and organizational commitment in its dimensions.

The study also found that there are no statistically significant differences between the averages of the sample’s estimate of the effect of governance on organizational commitment in the largest universities in the Gaza Strip according to the Center for Mediterranean Integration card attributable to each of the variables (gender, job classification, years of service, and educational institution).

The study came out with several recommendations, the most important of which is that regulations and regulatory decisions be determined by the Higher Education Council regarding the universities’ application of a unified and effective national system of governance for Palestinian universities that obliges the universities of the Gaza Strip.

It is also recommended that the Ministry of Higher Education support universities in general and the main non-profit ones in particular to cover their needs in order to maintain their functioning, while the Ministry keeps monitoring of quality control.

The study also recommends the need to neutralize any political currents from influencing the work of university governance systems so that the quality of educational services in them is not affected, and to separate political and partisan conflicts in all areas of the Ministry of Education’s work and to unify its decisions to avoid duplication between Ramallah and Gaza until work is suitable for it .
