This research deals with the issue of dividing Countries with jurists, it’s connect to its original and its diligence base which build on it , to adjust diligence in it to straighten, and will get influential frame of reference and the right opinion on the issue .

This research was divided on three researches, The first deals with the origin of the issue fundamentally, which diligence in frame of reference by explaining the reality of frame of reference then types of the diligence in the frame of reference, graduation, revision and investigation, explaining what it is and acting for it jurist.

The second research shows the juristic issue by mentioning the opinions of jurists in the way their dividing to country, the reality of each section, the issue of changing the Countries description, the opinions of jurists in it and their evidence and discussion briefly, to clarify A1 - frame of reference which the ruling was based on.

Then the third research comes to explain how to diligence in A1 - frame of reference by taking it out among the texts and sayings then its revision among this text finally, its investigating in the contemporary reality, by classifying the world today between Islam country, covenant and war.

The researcher's method in his research was descriptive and analytical, the research ended to that the frame of reference country division is combination from several descriptions (Authority , Safety , appearance of judgments) ; If it was available in country , was country Islam and it doesn't become unbelief except its combined backward, therefore the Islamic countries are judged that are Islam country, European countries are covenant countries as for Israel, it is a war country , and America, Russia, China etc.

that hostile and occupy some Muslim countries while they give safety for Muslims and its citizens are combined countries, which the warrior is treated with his war and other with his safety.
