الملخص العربي

هدفت الدراسة إلى التعرف على أثر الإدارة الالكترونية بكافة ابعادها (الأجهزة والمعدات البرمجيات، شبكات الاتصال، نظم المعلومات) على أداء العاملين في بلدية مأدبا الكبرى.

وتكون مجتمع الدراسة من كافة العاملين في بلدية مادبا الكبرى بمسمياتهم الوظيفية (مدير، مساعد مدير، رئيس قسم موظف)، والبالغ عددهم (853) فردا بناء على الإحصاءات التي تم تزويد الباحث بها والموجودة في إدارة الموارد البشرية في بلدية مادبا الكبرى لعام 2023، واستخدم الباحث عينة ملائمة من مجتمع الدراسة حيث تم توزيع (150) استبانة على مجتمع الدراسة الكلي، وتم استعادتهم جميعا، وبذلك تكون نسبة الاسترداد من جميع عينات الدراسة (100%)، حيث اشتملت الاستبانة على (35) فقرة تحسب بالدرجة الكلية للمجيب وفق مقياس ليكرث الخماسي، ولتحقيق أهداف الدراسة تم استخدام المنهج الوصفي التحليلي والعديد من الأساليب الإحصائية، كان ابرزها تحليل الانحدار المتعدد لبيان اثر المتغير المستقل بأبعاده على المتغير التابع، وقد تم التحليل الاحصائي واختبار الفرضيات باستخدام برنامج الرزم الإحصائية (SPSS).

وقد توصلت الدراسة لعدد من النتائج، أبرزها: اظهرت النتائج المتعلقة بالفرضية الرئيسية أن هناك أثرا ذو دلالة إحصائية للإدارة الالكترونية بأبعادها الأجهزة والمعدات، البرمجيات، شبكات الاتصال، نظم المعلومات على أداء العاملين في بلدية مادبا الكبرى، بمعامل التحديد (0.48) ومستوى الدلالة الإحصائية اقل من (0.05)، ما يعني أن الإدارة الالكترونية بإبعادها يؤثر على أداء العاملين في بلدية مادبا الكبرى تأثيرا احصائيا.

وفي ضوء ذلك قدمت الدراسة العديد من التوصيات أهمها: (نشر وتعزيز ثقافة الإدارة الالكترونية للعاملين في بلدية ماديا الكبرى وخلق برامج تدريبية للعاملين في مجال الإدارة الإلكترونية من خلال المحاضرات وورش العمل والندوات داخل بلدية ماديا الكبرى.

واستبدال المعدات القديمة بأجهزة ومعدات وتكنولوجيا حديثة لتوفير خدمات الكترونية للمواطنين.

وتوفير مبرمجين واخصائيين واستشاريين ذوي قدرات ومهارات عالية لغايات الصيانة وادامة الأجهزة الالكترونية في البلدية واجراء دراسات أثر التحول الرقمي على الخدمات المقدمة من البلديات من وجهة نظر المواطنين).

الملخص الإنجليزي

This study aimed at the impact of electronic management in all its dimensions (hardware, equipment, software, communication networks, and information systems) on the performance of workers in the greater Madaba municipality.

The study population consisted of all employees in the greater Madaba municipality with their job titles (Director, Assistant Director, Head of department, employee), the number of (835) individuals based on the statistics provided to the researcher and located in the human resources department in the greater Madaba municipality, the researcher used an appropriate sample of the study where (150) questionnaires were distributed to the total study community, and all of them were recovered, thus the percentage of recovery from all study samples (100%), where the questionnaire included (35) paragraphs calculated by the total to achieve the objectives of the study, the descriptive-analytical approach was used from several statistical methods, it was The most prominent is the multiple regression analysis to show the impact of the independent variable with its dimensions on the dependent variable, statistical analysis and hypothesis testing have been done using the statistical packages program (SPSS).

The study has reached a number of results, the most important are: there is a statistically significant impact of all dimensions of electronic awareness (hardware, equipment, software, communication networks, information systems) on performance of workers in the greater Madaba municipality, with a coefficient of determination (0.48) and a level of statistical significance less than( 0.05), which means that electronic management in its Dimension affects the performance of workers in the greater Madaba municipality statistically impact.

In light of this, the study made several recommendations, the most important of which are: (dissemination and promotion of the culture of electronic management of employees in the greater Madaba municipality.

And creating training programs for workers in the field of electronic management through lectures, workshops and seminars within the greater Madaba municipality.

And replacing old equipment with modern devices, equipment and technology to provide electronic services to citizens.

Providing programmers, specialists and consultants with high abilities and skills for the maintenance and maintenance of electronic devices in the municipality.

And conducting studies on the impact of digital transformation on the services provided by municipalities from the point of view of citizens).
