This paper describes the urban development of Riyadh city at the late half of the hegira eighties (1965-1970 AD) that is to present a clear picture about the critical issues and the urban environment which was facing the city at that stage in which the first Master Plan of Riyadh was developed.

A comparative dissection is followed which compare the spatial growth and population growth of the city compared with the projections of Riyadh Master Plan's.

Analytical maps and tables were prepared to simplify understanding the variables that this paper deals with in order to reach statistical numbers and percentages which are meaningful for urban planning.

It is expected for this paper to produce statistical indications for city planning, principally for large Saudi cities.

Also, it reveals the magnitude of precision in projecting population size and the total area needed for future urban development of cities.

And, this paper shows the significance of flexibility when designing master / comprehensive plans to deal with unexpected changes in population and spatial growth in urban settlements.
