This paper talks about the experience of Algeria in the young field of applied information and communication technology at the academic level, particularly university libraries, through a network RIBU : Réseau Inter Bibliothèques Universitaires ,which was established within the project of European support for higher education of the Mediterranean countries.

Are involved in this project, nine university libraries to the center with the Algerian Foundation Alserest cerist responsible for the development of the program management automation libraries squirrel adopted in this project, as well as two European libraries college scandals, from the University of Belgium and France.

The study sponsors, through the visibility, and the stages of completion, and clients of the tags, and various technical procedures, technical and organizational him, from the hardware and software and human resources, particularly those relating to the issues of the internship and training for the practical implementation of the project in Algeria.

As has been the most important achievements of the project which is to achieve the index common for university libraries are members of the network, with the stand on the most important problems encountered and the most important projects that aspire to achieve, particularly those relating to the expansion of the project on all the university libraries of Algeria and the establishment of virtual library, which includes a number of electronic sources digital and accessible to Algerian students.
