To reform these relations within new concepts and visions , there must be a re-building of the Iraqi republic on a democratic , legal , and international bases that depend basically on the will of the Iraqi nation.

This re-building process that encompass the political, economic and social fields needs big amounts of money to form the Iraqi contemporary man who is capable of affording the re- construction of his country with the help of the international community .

The oil plays a major role in the matter, for that reason the study was based to find out the big and basic role that the oil sector should play in cr-constructing the Iraqi country and its foreign relations , especially with the United states ; the first oil-consuming country in the world .
