The parliamentary research advancement is the most essential element for parliamentary development and increasing the efficiencies of the parliamentary institutions.

Statistical analysis studies and public opinion research and measurement top such research as the parliament will not work in vacuum, for it influences and is influenced by the surrounding social cultural and political settings.

The planning for development cannot remain to be monopolized by the elite.

It is unacceptable to implement a development program without measuring its feedback and impact on the people and studying their attitude toward it determining their part in its implementation.

Such units also serve parliament staff.

PM service is embodied in supporting his legislative work through public opinion survey, identify ing possible alternative policies and their consequences; helping him to forecast future tracks, in addition to bolstering his parliamentary performance through studies of content analy sis of the citizen complaints and the texts presented to the parliament for approval, assisting him in absorbing legislative rules, and providing him with information of documentation and statistics studies.

In the field of parliament staff capability development, the Unit Of Statistical Analysis And Public Opinion Research And Measurement (DSAPORM) plays an important role in staff training and developing their abilities to use statistical analysis in research and documentation of meeting minutes and findings, using software, categorization, filing on the computer and developing skills to respond to the inquiries of the citizens through the databases, training on the internal network use to facilitate the work flow and the use of the internet to promote their performance.

The paper handles the USAPORM plan and strategy through organizing training courses for researchers, PMs and parliamentary staff in the fields of research, statistical and quantitative analysis, content analysis of the minutes of the parliamentary sessions, the analysis of legislative documents and evaluation of public policies, classification of parliamentary discussions, using the already made statistical program packages in coding, data entry, and preparing statistical charts, tables and analysis.

The research and report plan comprises essentially quick public opinion surveys from the polls about the public opinion attitude toward fueled issues, or measuring the public opinion tendency on long term basis, or public opinion research that helps parliamentary planning by studying the characteristics of public opinion and the forces influencing it.

The study asserts that USAPORM strategy in research, studies and reports should be characterized by follow-up, speediness, and initiation through linking the PM priority agenda to research agenda and issues discussed by the various parliamentary committees, issuing monthly reports that transfer to the PMs and staff a portrayal of the public opinion and reality as transmitting the parliamentary performance scientifically, methodologically and statistically for researchers and PMs.

The study mentions a group of pressing and controversial issues that need of public opinion poll such as: human organ transplantation, privatization of electricity, establishment of parliamentary channel, measuring the feedback on khul’a law, the role of woman in the different field areas such as in judicature and parliament.

It is also recommended to establish a library specialized in public opinion and parliamentary information and media which not only includes USAPORM publications, but also the background papers, reports and recommendations presented by the PMs in the international parliamentary activities and the related international media coverage.

The study suggests in conclusion that USAPORM should include departments for field research, a branch for content analysis and reports, a branch fort statistics and computer, a branch for documentation and information, and that the unit be affiliate to the general secretariat of the parliament.
