Human development is the increased liberties and capabilities that enable people to lead a life they deem satisfactory rightly so.
It is based on expanding the range of choices available.
The challenge of governance for its part is to make the socially responsible investment operational, establish reference frameworks and facilitate the use of sovereign wealth funds in investments with a significantly favorable impact on human development indicators (education, health, housing, employment rate...) in the three countries of the Arab Maghreb (Algeria-Morocco Tunisia).

Le développement humain est l’accroissement des libertés et des capacités permettant aux personnes de mener une vie qu’elles jugent satisfaisante à juste titre.
Il repose sur l’élargissement de l’éventail des choix disponibles.
L’enjeu de la gouvernance de son côté, est de rendre les investissements socialement responsables opérationnels, d’établir des cadres de référence et de faciliter l’utilisation des fonds souverains dans des investissements ayant une répercussion nettement favorable sur les indicateurs du développement humain (éducation, santé, habitat, taux d’emploi…), dans les trois pays du Maghreb Arabe (Algérie-Maroc Tunisie).
