The problem Vtmthelt that the conditions of the Iraqi environment characterized by instability, and instability, and the accelerated pace of change at all levels (economic, social, political, cultural), it becomes imperative for the directorates of sports activity and Scout and own the boys and young people , that runs the same management style purposefully, and Oai, can overcome the reality ridden a lot, problems, and challenges and transmitted to an advanced stage, enabling them to increase the chances of survival, and its success in achieving its objectives, and to ensure its roles assigned to them the best, and this will not be achieved without strategic planning, and building on the above can be formulated problem Search through the following question : (what are the strengths, weaknesses, opportunities and challenges facing the people in the departments of Education scout sporting activity and Scout), any analysis of the internal and external environment and then find out the positive and negative factors and methods of its processing.
