The study aims of Total Quality Management and Excellence in Higher Education programms Algeria Universities.

The study relies on TQM's issues in higher education institutions is reviewed this stage achieved through the literatures review.

The ratification and implementation phases of the proposed template for the target community through the identification of eight chapters including 10 axes, consisting of 76 question, which showed the results of the analysis priority standards that are in dire need of treatment for the provision of basic environment and the template from which the proposed restructuring and flexible overall comprehensive stages for the management of currency production quality overall in the Pacific target to ensure the veracity of template practical algorithm due to all basic stages of implementation.

This study concludes modeling System which shows a quite useful tool for quality control and will greatly contribute to TQM.

This will open space for further researches in future to study problems mentioned by the researcher.
