Censorship in all its forms has become a landmark in the progress of Nations and a means of their growth .The goals of attainment specific to a comprehensive and modern control, in other words; the pertinent and effective use of public funds, the development of financial safe management, the implementation of administrative activities in addition to the preparation of the budget and financial plan, cannot be achieved without the existence of principal preliminary conditions for the modernization of financial control and the promotion of its effectiveness.

La censure sous toutes ses formes est devenue un point remarquable sur le parcours du progrès des Etats et l’un des moyens de croissance.

La réalisation des objectifs spécifiques à la censure globale et modernes, c’est –à- dire l’utilisation pertinente et efficace des fonds publics, le développement d’une gestion financière saine et la mise en ouvre des activités administratives ainsi que la préparation du budget et le plan financier, ne peuvent être obtenus qu’avec l’existence d’une série de conditions principales et préliminaires pour la modernisation de la censure financière et la promotion de son efficacité.
